Paper 08: The Chinese demand that China not gives

In Czechoslovakia in 1977 appeared a manifesto called Charter 77. About 250 artistic personalities, political, philosophical critics of the government and calls for greater respect for human rights. The material of the card writer Vaclav Havel (President elected in 1989), was arrested and served five years in prison. Following that protest, albeit marginally, contributed to the passage of Czechoslovakia by the communist regime to democracy. Sixty years after the Universal Declaration of Human Rights (Washington, 1948) in China, a group of 303 people signed the Charter 08, which, paying tribute to the Czechoslovak document criticizes the current Chinese policy and calls for more human rights in a country notorious for its record of executions annually.


Unlike the 70s in today's China the benefit of the promoters of the Charter 08 is a media that, due to its physical relocation, can be very damaging to a regime like that of President Hu Jintao: the Internet. Within a few months, the document has traveled to blogs and forums, often closed or opposed by the government, and added about 8,000 signatures, dwarfed by the billion and a total of 300 000 Chinese citizens, but should not be underestimated for the composition of the signatories. The names on the document, in fact, are those intellectuals, entrepreneurs, farmers and ordinary citizens, even some government officials. Of all stands to Liu Xiaobo, a famous human rights activist who, like the promoters of the Charter 77, was arrested (and was not the only one), but this time with an amazing sense of timing. Two days before the sixtieth anniversary of the Declaration of human rights activist was taken by police and locked in a secret location on charges of "subversive conspiracy against State security ". But what to call these Chinese citizens and their governments to justify such a negative reaction to this initiative?

The petitioners complain the lack of human rights denied by the State and claim that "government exists for the protection of human rights of its citizens "and continue reiterating a fundamental concept of all the Western democracies: "the exercise of state power must be approved by the people" . And not only that: the separation of powers, the separation between state and religion, guarantees of private property and federalism, are the other key points of the Charter 08. All critical that before any Western ruling class may sound justified, but, unfortunately for them, there is no democracy in China and the rulers call on governments of the immense sacrifices in the name of reason of state that, until now , has secured an unprecedented development and monumental wealth, accumulated in the coffers of the national bank. The recent economic crisis has, however, greatly flawed confidence in a social compact that has been evident unilaterally. The wealth accumulated not only remains in state coffers without being distributed, but the government's own admission, is undergoing heavy layoffs because of the global crisis has also affected the Chinese economy is untouchable and has already led to the dismissal of more than ten million workers. The middle class, the educated, the one with the computer and the one which was based on the consensus of the social compact that gives confidence to the Chinese one-party, began to doubt and wonder whether it is better to react. The Charter 08 did not submit a new proposal for a government, not announcing the birth of a new party and do not profess to violent actions to subvert the established order. In this paper, the citizens are asking their governments to become aware of their existence as human beings and take them into account in the management of power. While eight thousand signatures are nothing value of the Chinese, that have been spread on the Internet gives the opportunity to achieve, even if with difficulty, almost all computer owners.

Vaclav Havel was arrested in 1977 and twelve years later became President. Liu Xiaobo knows that even today can not affect with his work on the life of many Chinese. Still to come out alive from prison.
